{"id":2805,"date":"2026-03-24T14:36:37","date_gmt":"2026-03-24T13:36:37","guid":{"rendered":"https:\/\/www.seclab-security.com\/?p=2805"},"modified":"2026-05-12T17:12:10","modified_gmt":"2026-05-12T15:12:10","slug":"increase-safety-and-security-of-gaz-leak-detection-process-at-pge","status":"publish","type":"post","link":"https:\/\/www.seclab-security.com\/en\/2026\/03\/24\/increase-safety-and-security-of-gaz-leak-detection-process-at-pge\/","title":{"rendered":"Increase Safety and Security of Gaz Leak Detection Process at PG&#038;E"},"content":{"rendered":"<h1 class=\"p1\">Increase Safety and Security of Gaz Leak Detection Process at PG&amp;E .<\/h1>\n<h3 style=\"font-weight: 400;\"><span style=\"color: #28e39c;\"><strong>Introduction and context:\u00a0<\/strong>\u00a0<\/span><\/h3>\n<p style=\"font-weight: 400;\">PG&amp;E, The Pacific Gas and Electric Company, is an American provider of natural gas and electricity to 5.2 million households in the United States.<\/p>\n<p style=\"font-weight: 400;\">Focus on gas distribution:<\/p>\n<ul>\n<li>8 compressor stations<\/li>\n<li>40,000 miles of distribution pipelines<\/li>\n<li>6,000+ miles of transportation pipelines<\/li>\n<li>2 million customers<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">In 2010, San Bruno California suffered a blast in the heart of the city.<br \/>\nWith major\u00a0damage\u00a0and\u00a0people&#8217;s\u00a0casualties,\u00a0accidents\u00a0revealed that gas pipeline defects were involved. PG&amp;E was also\u00a0accused of not being\u00a0able to fully control the whole pipeline infrastructure,\u00a0though\u00a0not being able to detect gas\u00a0leak\u00a0for example.<\/p>\n<h3 style=\"font-weight: 400;\"><span style=\"color: #28e39c;\"><strong>Architecture evolution:<\/strong>\u00a0<\/span><\/h3>\n<p style=\"font-weight: 400;\">At first, gas leak detection sensor infrastructure\u00a0relied\u00a0on a simple architecture, each of these sending their data to a secured centralized control room.<\/p>\n<p style=\"font-weight: 400;\">With increased cyber security risks and to prevent external network access to its control room, PG&amp;E decided to upgrade its architecture:<\/p>\n<ul>\n<li>Changing physical sensors hardware and control room software for modern ones.<\/li>\n<li>Implementing a complex network data diode architecture to support and secure new hardware.<\/li>\n<\/ul>\n<div>\n<h3 class=\"paragraph\"><span style=\"color: #28e39c;\"><span class=\"normaltextrun\"><b><span lang=\"EN-US\">Pain points \/ New architecture results:<\/span><\/b><\/span><span class=\"eop\">\u00a0<\/span><\/span><\/h3>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><span lang=\"EN-US\">Network Diode-based architecture is ok with limiting the network flow direction. As<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">stated<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">by regulators,<\/span><\/span><span class=\"eop\">\u00a0<\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">this is not a strict isolation of the control room network from<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">fields&#8217;<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">sensors network,<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">but it is acceptable from a cyber security perspective.<\/span><\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\">Communications between control room and field sensors are bi-directional by design, but diodes are mono directional.<\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><span lang=\"EN-US\">The network Data Diode-based has been adapted<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\"> to<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">simulate bi-directional communications, but it introduces latency on communications. The time to detect was more than 2 minutes. Also acceptable from<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">a Cyber<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">Security perspective,<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">Safety<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">penalty is too much to handle because of latency.<\/span><\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><span lang=\"EN-US\">This is why PG&amp;E led studies on an architecture that offers at least the same cyber security level but reduces the time to detect.<\/span><\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<p style=\"font-weight: 400;\"><img decoding=\"async\" between field network and control room<\/li>\n<li>Keep the time to detect delay as short as possible (2 minutes is too long)<\/li>\n<\/ul>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\" style=\"color: #28e39c;\"><b><span lang=\"EN-US\">SECLAB proposal:<\/span><\/b><\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><span lang=\"EN-US\"><span style=\"color: #28e39c;\">Compliance<\/span>: With its appliance, SECLAB offers a way to allow bi-directional controlled communications between true segregated networks.<\/span><\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><span lang=\"EN-US\"><span style=\"color: #28e39c;\">Safety<\/span>: Electronic Airgap hardware offers a shortened latency over data diode architecture (2 to 4 milliseconds latency against 1 minute or more).<\/span><\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p expectations:<\/span><\/b><\/span><span class=\"eop\">\u00a0<\/span><\/span><\/h3>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><span lang=\"EN-US\">PG&amp;E decided to evaluate the intrinsic security of the appliance, leading penetration tests comparing the appliance with<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">a firewall. Those tests confirmed that the level of security provided by the appliance was the best in the context.\u00a0<\/span><\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><span lang=\"EN-US\">After evaluation of the proposed architecture, PG&amp;E Head of Digital Transformation Team argued that it changed<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">responsibilities<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">repartition. Fact that bi-directional communications were now possible from the control room to the<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">sensor,<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">one could not only ask metrics and information from sensors but also command and control these sensors. This new paradigm was not acceptable. Hopefully,<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">the network<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">protocol used to communicate was Modbus and clearly<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">identify<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">read only operations from write operations. SECLAB proposed to apply a filter that only<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">allows<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">\u201cread\u201d operations to go through. This solved the problem.<\/span><\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><span lang=\"EN-US\">It took<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">a short time<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">to make the appliance online and fully functional with very<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">minimum<\/span><\/span><span class=\"apple-converted-space\"><span lang=\"EN-US\">\u00a0<\/span><\/span><span class=\"normaltextrun\"><span lang=\"EN-US\">impact.<\/span><\/span><span class=\"eop\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Increase Safety and Security of Gaz Leak Detection Process at  [&#8230;]<\/p>\n","protected":false},"author":3,"featured_media":2804,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[84],"tags":[],"class_list":["post-2805","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-use-cases"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>Electronic Air Gap vs Data Diodes: Secure Detection<\/title>\n<meta name=\"description\" content=\"Reducing Gas Detection Latency.
